还应理解,在本发明实施例中,用户设备( User Equipment,筒称为 "UE" ) 可称之为终端 (Terminal ), 移动台 (Mobile Station, 筒称为 "MS" )、 移动 终端 (Mobile Terminal )等, 该用户设备可以经无线接入网 (Radio Access Network, 筒称为 "RAN" )与一个或多个核心网进行通信, 例如, 用户设备 可以是移动电话(或称为 "蜂窝" 电话)、 具有移动终端的计算机等, 例如, 用户设备还可以是便携式、 袖珍式、 手持式、 计算机内置的或者车载的移动 装置, 它们与无线接入网交换语音和 /或数据。
图 1示出了根据本发明实施例的小区重选的方法 100的示意性流程图。 该方法 100由 UE执行。 如图 1所示, 该方法 100包括:
S110, 接收网络侧设备发送的小区重选指示消息;
S120, 根据该小区重选指示消息, 从源小区或源频率或源系统重选到目 标小区; S130, 在重选到该目标小区后, 执行限制再次重选操作, 以便于用户设 备 UE不会立即重选回该源小区或该源频率或该源系统。
为了更好地控制 UE 的行为, 网络侧设备通过小区重选指示消息, 使 UE重选到目标小区。 可选地, 该小区重选指示消息包括: 重定向消息、 直 接重试 DRD消息或小区重选命令 CCO消息。也就是说, 网络侧通过重定向 消息、 DRD消息或 CCO消息控制 UE重选到目标小区。 UE根据网络侧设 备发送的小区重选指示消息重选到目标小区后, 可能会基于信号质量的重选 准则又立即重选回源小区或源频率或源系统。 在本发明实施例中, 为了避免 立即重选回源小区或源频率或源系统, UE执行限制再次重选操作, 不进行 再次小区重选或者不重选回源小区或源频率或源系统。
因此, 本发明实施例的小区重选的方法、 通过限制再次重选操作, 可以 使 UE不会立即重选回源小区或源频率或源系统, 从而能够有效地实现负载 均衡。
应理解, 本发明实施例可以应用到所有处于需要进行小区重选状态的 UE, 例如, CELL_FACH、 CELL_PCH、 URA—PCH或 IDLE状态的 UE。
还应理解, 在本发明实施例中, 目标小区表示 UE根据小区重选指示消 息重选后的驻留小区, 并不限于是小区重选指示消息中携带的小区, 还可以 是 UE收到小区重选指示消息后重选到的非源服务小区的小区。
还应理解, 在本发明实施例中, 网络侧设备可以是 RNC, 还可以是基 站, 本发明并不限定, 为了描述方便, 下述实施例以 RNC为例进行说明。
在本发明实施例中, 重定向消息可以为 RRC CONNECTION REJECT ( RRC连接拒绝消息 ) 消息或 RRC CONNECTION RELEASE(RRC连接释 放消息), DRD消息可以为 CELL UPDATE CONFIRM (小区更新确认消息 ) 或 RADIO BEARER RECONFIGURATION (无线 | 载重配消息)或 PHYSICAL CHANNEL RECONFIGURATION物理信道重配消息 )或 TRANSPORT CHANNEL RECONFIGURATION (传输信道重配消息 ), CCO 消息可以为 CELL CHANGE ORDER FROM UTRAN, 本发明实施例对此并 不限定。
在本发明实施例中, 可选地, 该小区重选指示消息携带再次重选指示信 息;

可选地, 在 UMTS 系统中衡量小区质量的量可以为 CPICH ( Common Pilot Channel, 公共导频信道)无线接收信号码功率 RSCP ( Received Signal Code Power )和 /或信噪比 ( The received energy per chip divided by the power density in the band );在 LTE系统中衡量小区质量的量可以为 RSRP( Reference Signal Received Power, 参考信号接收码功率)和 /或 RSRQ ( Reference Signal Received Quality, 参考信号接收质量), 但不限于此。

例如, RNC在重定向或 DRD消息或 CCO消息中携带一个偏置 Offset, UE收到重定向消息或 DRD消息或 CCO消息后, 判断目标小区是否是合适 的小区, 如果是合适的小区, 则 UE重选到该目标小区, 或者 UE在目标频 率或目标系统选择一个合适的小区驻留。 UE驻留到目标小区后, 执行小区 重选时将该当前服务小区质量或将当前服务频率上的小区质量加上偏置 Offset再参与 R ( Ranking )准则排序 (即 UE将测量的所有小区按照信号质 量排序,UE选择一个质量最好的小区驻留)。可选地,可以为 RSCP( Received Signal Chip Power, 接收信号码片功率)和 Ec/No (码片能量 /噪声)分别定 一个偏置值。 可选地, RNC 还可以在小区重选指示消息中携带小区质量偏置值和时 间门限。 UE在重选到目标小区后, 在该时间门限内, 将该目标小区的小区 质量加上该小区质量偏置值后, 再使用基于信号质量的重选准则, 进行再次 小区重选; 或者,, 在该时间门限内, 将该目标小区所属频率或所属系统上 的小区的小区质量加上该小区质量偏置值后,再使用基于信号质量的重选准 贝' J , 进行再次小区重选。
因此, 本发明实施例的小区重选的方法、 通过根据小区重选指示消息携 带的再次重选指示信息, 执行限制再次重选操作, 可以使 UE不会立即重选 回源小区或源频率或源系统, 从而能够有效地实现负载均衡。
在本发明实施例中, 可选地, S130包括:
将该目标小区或该目标小区所属频率的优先级设置为最高; 或者, 将该源小区或该源小区所属频率的优先级设置为最低; 或者, 将该目标小区或该目标小区所属频率的优先级设置为高于该源小区或 该源小区所属频率的优先级。
在重选到目标小区后, UE将该目标小区或该目标小区所属频率的优先 级设置为最高, 以避免重选到其他小区或其它频率; 或者, UE将该源小区 或该源小区所属频率的优先级设置为最低, 以避免重选回源小区或源频率。
例如, UE收到重定向消息或 DRD消息或 CCO消息后, 判断目标小区 是否是合适的小区, 如果是合适的小区, 则 UE 重选到该目标小区, 或者 UE在目标频率或目标系统选择一个合适的小区驻留。 UE驻留到目标小区 后, 将当前小区或当前服务频点的优先级设置最高, 避免 UE重选到其他小 区或其他频点; 或者 UE驻留到目标小区后, 将源小区或源频率或源系统的 优先级设置最低, 避免 UE重选回到源小区或源频点或源系统。 直到 UE收 到专用优先级信息或 UE迁入其他状态, UE才会按照专用优先级更新各频 率或各小区优先级信息, 或根据系统消息更新各频率或各小区优先级信息。
应理解, UE还可以根据网络侧的指示, 将目标小区或目标小区所属频 率的优先级设置为最高或者将源小区或源小区所属频率的优先级设置为最 低。 例如, RNC可以在重定向或 DRD消息或 CCO消息中携带该指示。 这 些方式也应落入本发明实施例的范围之内。
可选地, S130包括:
在第三时间门限时间内,将该目标小区或该目标小区所属频率的优先级 设置为最高; 或者,
在第三时间门限时间内,将该源小区或该源小区所属频率的优先级设置 为最低; 或者,
在第三时间门限时间内,将该目标小区或该目标小区所属频率的优先级 设置为高于该源小区或该源小区所属频率的优先级。
优先级设置与时间门限相结合, 即 UE在重选到目标小区后, 在第三时 间门限时间内, 将该目标小区或该目标小区所属频率的优先级设置为最高, 以避免重选到其他小区或其它频率, 或者, 将源小区或源小区所属频率的优 先级设置为最低, 以避免重选回源小区或源频率。
可选地,该第三时间门限可以在重定向消息或 DRD消息或 CCO消息中 携带, 或系统消息中携带, 或由协议预定义, 本发明实施例并不限定。
因此, 本发明实施例的小区重选的方法、 通过将目标小区或目标小区所 属频率的优先级设置为最高或者将源小区或源小区所属频率的优先级设置 为最低, 可以使 UE不会立即重选回源小区或源频率, 从而能够有效地实现 负载均衡。
应理解, 本发明实施例的各种实现方式还可能有多种组合方式。 例如, UE设置目标小区或源小区的优先级的实现方式还可以与信号质量相结合, 在目标小区信号质量满足门限值或适合驻留时,设置目标小区或源小区的优 先级。 这些可能的组合方式也应落入本发明的保护范围之内。
上文中结合图 1至图 7, 从 UE的角度详细描述了小区重选的方法, 下 面将结合图 8, 从网络侧设备的角度描述小区重选的方法。
图 8示出了根据本发明另一实施例的小区重选的方法 200的示意性流程 图。 该方法 200由网络侧设备执行。 如图 8所示, 该方法 200包括:
S210, 生成小区重选指示消息, 该小区重选指示消息携带再次重选指示 信息;

UE发送小区重选指示消息, 在该小区重选指示消息中携带再次重选指示信 息, 以便于 UE根据该再次重选指示信息, 执行限制再次重选操作。
因此, 本发明实施例的小区重选的方法, 通过向 UE发送携带再次重选 指示信息的小区重选指示消息, 可以使 UE执行限制再次重选操作, 不会立 即重选回源小区或源频率或源系统, 从而能够有效地实现负载均衡。
在本发明实施例中, 执行方法 200的网络侧设备可以是 RNC, 也可以 是基站, 本发明并不限定, 为了描述方便, 下述实施例以 RNC为例进行说 明。
可选地, 该小区重选指示消息包括: 重定向消息、 直接重试 DRD消息 或小区重选命令 CCO消息。 也就是说, RNC通过重定向消息、 DRD消息或 CCO消息控制 UE重选到目标小区, 并在重定向消息、 DRD消息或 CCO消 息中携带再次重选指示信息, 以使 UE执行限制再次重选操作。

本发明实施例的小区重选的方法, 通过再次重选指示信息指示 UE执行 限制再次重选操作, 可以使 UE不会立即重选回源小区或源频率或源系统, 从而能够有效地实现负载均衡。
本发明实施例还提供了另一种小区重选的方法, 以下结合图 9至图 13 具体说明。
图 9示出了根据本发明又一实施例的小区重选的方法 300的示意性流程 图。 该方法 300由 UE执行。 如图 9所示, 该方法 300包括:
S310, 接收网络侧设备发送的优先级重选指示信息, 该优先级重选指示 信息用于指示用户设备 UE是否基于公共优先级信息进行小区重选;
S320, 根据该优先级重选指示信息, 进行小区重选。
基于公共优先级信息的重选机制会使大部分 UE都重选到高优先级层, 导致高优先级层负载加重。 在本发明实施例中, UE接收网络侧设备发送的 用于指示 UE是否基于公共优先级信息进行小区重选的优先级重选指示信 息, 根据该优先级重选指示信息, 进行小区重选, 能够使一部分 UE不会基 于公共优先级信息进行小区重选, 从而能够避免大部分 UE都重选到高优先 级层。
因此,本发明实施例的小区重选的方法,通过根据优先级重选指示信息, 进行小区重选, 能够避免大部分 UE都重选到高优先级层, 从而能够有效地 实现负载均衡。
应理解, 本发明实施例可以应用到所有处于需要进行小区重选状态的 UE, 例如, CELL_FACH、 CELL_PCH、 URA_PCH或 IDLE状态的 UE。

因此, 本发明实施例的小区重选的方法, 通过基于专用信令中的 HCS 优先级信息, 进行小区重选, 能够避免大部分 UE都重选到高优先级层, 从 而能够有效地实现负载均衡。

在第三时间门限时间内,将所述目标小区或所述目标小区所属频率的优 先级设置为最高; 或者,
在第三时间门限时间内,将所述源小区或所述源小区所属频率的优先级 设置为最低; 或者,
在第三时间门限时间内,将所述目标小区或所述目标小区所属频率的优 先级设置为高于所述源小区或所述源小区所属频率的优先级。
11、 一种小区重选的方法, 其特征在于, 包括:
生成小区重选指示消息, 所述小区重选指示消息携带再次重选指示信 息;
向用户设备 UE发送所述小区重选指示消息, 以使所述 UE根据所述小 区重选指示消息, 从源小区或源频率或源系统重选到目标小区, 并根据所述 再次重选指示信息, 执行限制再次重选操作, 以便于所述 UE不会立即重选 回所述源小区或所述源频率或所述源系统。

所述处理模块具体用于将所述目标小区的小区质量加上所述小区质量 偏置值后, 再使用基于信号质量的重选准则, 进行再次小区重选, 或者, 将 所述目标小区所属频率或所属系统上的小区的小区质量加上所述小区质量 偏置值后, 再使用基于信号质量的重选准则, 进行再次小区重选。
38、 根据权利要求 30或 31所述的 UE, 其特征在于, 所述处理模块具 体用于将所述目标小区或所述目标小区所属频率的优先级设置为最高, 或 者, 将所述源小区或所述源小区所属频率的优先级设置为最低, 或者, 将所 述目标小区或所述目标小区所属频率的优先级设置为高于所述源小区或所 述源小区所属频率的优先级。
39、 根据权利要求 30或 31所述的 UE, 其特征在于, 所述处理模块具 体用于在第三时间门限时间内,将所述目标小区或所述目标小区所属频率的 优先级设置为最高, 或者, 在第三时间门限时间内, 将所述源小区或所述源 小区所属频率的优先级设置为最低, 或者, 在第三时间门限时间内, 将所述 目标小区或所述目标小区所属频率的优先级设置为高于所述源小区或所述 源小区所属频率的优先级。

生成模块, 用于生成小区重选指示消息, 所述小区重选指示消息携带再 次重选指示信息;
发送模块, 用于向用户设备 UE发送所述小区重选指示消息, 以使所述 UE根据所述小区重选指示消息, 从源小区或源频率或源系统重选到目标小 区, 并根据所述再次重选指示信息, 执行限制再次重选操作, 以便于所述 UE不会立即重选回所述源小区或所述源频率或所述源系统。
41、 根据权利要求 40所述的网络侧设备, 其特征在于, 所述小区重选 指示消息包括:重定向消息、直接重试 DRD消息或小区重选命令 CCO消息。
42、 根据权利要求 40或 41所述的网络侧设备, 其特征在于, 所述再次 重选指示信息包括: 小区质量门限;
所述再次重选指示信息用于指示所述 UE若所述目标小区质量不低于所 述小区质量门限, 则不进行再次小区重选或者不重选回所述源小区或所述源 频率或所述源系统, 或者, 若所述目标小区所属频率或所属系统存在质量不 低于所述小区质量门限的小区, 则不重选回所述源小区或所述源频率或所述 源系统。
43、 根据权利要求 40或 41所述的网络侧设备, 其特征在于, 所述再次 重选指示信息包括: 小区质量门限和第一时间门限;
所述再次重选指示信息用于指示所述 UE在所述第一时间门限时间内, 若所述目标小区质量不低于所述小区质量门限, 则不进行再次小区重选或者 不重选回所述源小区或所述源频率或所述源系统, 或者, 在所述第一时间门 限时间内, 若所述目标小区所属频率或所属系统存在质量不低于所述小区质 量门限的小区, 则不重选回所述源小区或所述源频率或所述源系统。
44、 根据权利要求 40或 41所述的网络侧设备, 其特征在于, 所述再次 重选指示信息用于指示所述 UE若所述目标小区满足小区选择的 S准则, 则 不进行再次小区重选或者不重选回所述源小区或所述源频率或所述源系统, 或者,若所述目标小区所属频率或所属系统存在满足小区选择的 S准则的小 区, 则不重选回所述源小区或所述源频率或所述源系统。

所述再次重选指示信息用于指示所述 UE将所述目标小区的小区质量加 上所述小区质量偏置值后, 再使用基于信号质量的重选准则, 进行再次小区 重选, 或者, 将所述目标小区所属频率或所属系统上的小区的小区质量加上 所述小区质量偏置值后, 再使用基于信号质量的重选准则, 进行再次小区重 选。
47、 一种用户设备 UE, 其特征在于, 包括:
接收模块, 用于接收网络侧设备发送的优先级重选指示信息, 所述优先 级重选指示信息用于指示所述 UE是否基于公共优先级信息进行小区重选; 处理模块, 用于根据所述接收模块接收的所述优先级重选指示信息, 进 行小区重选。
48、 根据权利要求 47所述的 UE, 其特征在于, 所述公共优先级信息包 括: 通过系统消息配置的各频率优先级信息或通过系统消息配置的 HCS各 层优先级信息。
49、 根据权利要求 47或 48所述的 UE, 其特征在于, 所述优先级重选 指示信息包括: 按照接入等级 AC划分的指示信息;
所述处理模块具体用于若所述 UE的 AC允许基于所述公共优先级信息 进行小区重选, 则基于所述公共优先级信息进行小区重选, 若所述 UE 的 AC不允许基于所述公共优先级信息进行小区重选, 则使用基于信号质量的 重选准则进行小区重选。
50、 根据权利要求 47或 48所述的 UE, 其特征在于, 所述优先级重选 指示信息包括: 接入等级禁止 ACB消息;
所述处理模块具体用于若所述 UE的 AC禁止接入, 则基于所述公共优 先级信息进行小区重选, 若所述 UE的 AC没被禁止接入, 则使用基于信号 质量的重选准则进行小区重选; 或者, 若所述 UE的 AC没被禁止接入, 则 基于所述公共优先级信息进行小区重选, 若所述 UE的 AC禁止接入, 则使 用基于信号质量的重选准则进行小区重选。
51、 根据权利要求 47或 48所述的 UE, 其特征在于, 所述优先级重选 指示信息包括: 第一随机因子;
所述 UE还包括:
生成模块, 用于生成第二随机因子;
所述处理模块具体用于若所述第二随机因子小于所述第一随机因子, 则 基于所述公共优先级信息进行小区重选, 若所述第二随机因子不小于所述第 一随机因子, 则使用基于信号质量的重选准则进行小区重选; 或者, 若所述 第二随机因子不小于所述第一随机因子, 则基于所述公共优先级信息进行小 区重选, 若所述第二随机因子小于所述第一随机因子, 则使用基于信号质量 的重选准则进行小区重选。
52、 根据权利要求 47所述的 UE, 其特征在于, 所述公共优先级信息包 括: 通过系统消息配置的 HCS各层优先级信息;
所述优先级重选指示信息包括: 专用 HCS优先级信息; 所述专用 HCS 优先级信息通过专用信令发送;
所述处理模块具体用于基于所述专用 HCS优先级信息进行小区重选。
53、 一种网络侧设备, 其特征在于, 包括:
生成模块, 用于生成优先级重选指示信息, 所述优先级重选指示信息用 于指示用户设备 UE是否基于公共优先级信息进行小区重选;
发送模块, 用于向所述 UE发送所述优先级重选指示信息, 以便于所述 UE根据所述优先级重选指示信息, 进行小区重选。
54、 根据权利要求 53所述的网络侧设备, 其特征在于, 所述公共优先 级信息包括: 通过系统消息配置的各频率优先级信息或通过系统消息配置的 HCS各层优先级信息。
55、 根据权利要求 53或 54所述的网络侧设备, 其特征在于, 所述优先 级重选指示信息包括: 按照接入等级 AC划分的指示信息;
所述优先级重选指示信息用于指示所述 UE若所述 UE的 AC允许基于 所述公共优先级信息进行小区重选, 则基于所述公共优先级信息进行小区重 选, 若所述 UE的 AC不允许基于所述公共优先级信息进行小区重选, 则使 用基于信号质量的重选准则进行小区重选。
56、 根据权利要求 53或 54所述的网络侧设备, 其特征在于, 所述优先 级重选指示信息包括: 接入等级禁止 ACB消息;
所述优先级重选指示信息用于指示所述 UE在所述 UE的 AC禁止接入 时, 基于所述公共优先级信息进行小区重选, 在所述 UE的 AC没被禁止接 入时, 使用基于信号质量的重选准则进行小区重选; 或者, 在所述 UE 的 AC 没被禁止接入时, 基于所述公共优先级信息进行小区重选, 在所述 UE 的 AC禁止接入时, 使用基于信号质量的重选准则进行小区重选。
57、 根据权利要求 53或 54所述的网络侧设备, 其特征在于, 所述优先 级重选指示信息包括: 第一随机因子;
所述优先级重选指示信息用于指示所述 UE在所述 UE生成的第二随机 因子小于所述第一随机因子时, 基于所述公共优先级信息进行小区重选, 在 所述第二随机因子不小于所述第一随机因子时,使用基于信号质量的重选准 则进行小区重选; 或者, 在所述第二随机因子不小于所述第一随机因子时, 基于所述公共优先级信息进行小区重选,在所述第二随机因子小于所述第一 随机因子, 使用基于信号质量的重选准则进行小区重选。
58、 根据权利要求 53所述的网络侧设备, 其特征在于, 所述公共优先 级信息包括: 通过系统消息配置的 HCS各层优先级信息;
所述优先级重选指示信息包括: 专用 HCS优先级信息; 所述专用 HCS 优先级信息通过专用信令发送;
所述优先级重选指示信息用于指示所述 UE基于所述专用 HCS优先级信 息进行小区重选。
59、 一种用户设备 UE, 其特征在于, 包括:
接收器, 用于接收网络侧设备发送的小区重选指示消息;
处理器, 用于根据所述小区重选指示消息, 从源小区重或源频率或源系 统选到目标小区,并且,在重选到所述目标小区后,执行限制再次重选操作, 以便于所述 UE不会立即重选回所述源小区或所述源频率或所述源系统。
60、 根据权利要求 59所述的 UE, 其特征在于, 所述小区重选指示消息 包括: 重定向消息、 直接重试 DRD消息或小区重选命令 CCO消息。
61、 根据权利要求 59或 60所述的 UE, 其特征在于, 所述小区重选指 示消息携带再次重选指示信息;
所述处理器还用于根据所述再次重选指示信息, 执行限制再次重选操 作。
62、 根据权利要求 61所述的 UE, 其特征在于, 所述再次重选指示信息 包括: 小区质量门限、 第一时间门限、 第二时间门限或小区质量偏置值; 所述处理器具体用于若所述目标小区质量不低于所述小区质量门限, 则 不进行再次小区重选或者不重选回所述源小区或所述源频率或所述源系统, 或者, 若所述目标小区所属频率或所属系统存在质量不低于所述小区质量门 限的小区, 则不重选回所述源小区或所述源频率或所述源系统; 或者,

所述处理器具体用于若在所述第二时间门限时间内,所述目标小区满足 小区选择的 S准则,则不进行再次小区重选或者不重选回所述源小区或所述 源频率或所述源系统, 或者, 若在所述第二时间门限时间内, 所述目标小区 所属频率或所属系统存在满足小区选择的 S准则的小区,则不重选回所述源 小区或所述源频率或所述源系统; 或者,
所述处理器具体用于将所述目标小区的小区质量加上所述小区质量偏 置值后, 再使用基于信号质量的重选准则, 进行再次小区重选, 或者, 将所 述目标小区所属频率或所属系统上的小区的小区质量加上所述小区质量偏 置值后, 再使用基于信号质量的重选准则, 进行再次小区重选。
63、 根据权利要求 59或 60所述的 UE, 其特征在于, 所述处理器具体 用于将所述目标小区或所述目标小区所属频率的优先级设置为最高, 或者, 将所述源小区或所述源小区所属频率的优先级设置为最低, 或者, 将所述目 标小区或所述目标小区所属频率的优先级设置为高于所述源小区或所述源 小区所属频率的优先级; 或者,
所述处理器具体用于在第三时间门限时间内,将所述目标小区或所述目 标小区所属频率的优先级设置为最高, 或者, 在第三时间门限时间内, 将所 述源小区或所述源小区所属频率的优先级设置为最低, 或者, 在第三时间门 限时间内,将所述目标小区或所述目标小区所属频率的优先级设置为高于所 述源小区或所述源小区所属频率的优先级。
64、 一种网络侧设备, 其特征在于, 包括:
处理器, 用于生成小区重选指示消息, 所述小区重选指示消息携带再次 重选指示信息;

68、 根据权利要求 67所述的 UE, 其特征在于, 所述公共优先级信息包 括: 通过系统消息配置的各频率优先级信息或通过系统消息配置的 HCS各 层优先级信息。
