Application filed January 28, 1886. Serial "No. 190,089. (l'IodelJ sults indicated in detail by the tall y-sheet, and
To aZZ whom it may concern.-
Be it known that we, EDWIN L. BARRETT and EDWARD L. BARRETT, both of Springfield, in the county of Clark and State of Ohio, have invented certain new and useful Improvements in an Election-Book, of which the following is a specification, reference being had to the accompanying drawings.
Our improvements relate to an election book which comprises, first, a poll-book in which the names of electors are written as they cast their votes; second, a tally-sheet upon which the votes are tallied as they are taken out of the ballot-box and counted, and, third, a certificate by means of which the results of the election, as ascertained by the count and noted on the tally-sheet, are certified by the proper officers.
In forming the book having these three features we use leaves that are first secured to gether independent of the book cover and then secured to a cover or half-cover by means of a ribbon or the like, so that they can be detached in a body from the cover without being separated from each other and folded in the middle for the purpose of deposition in the ballot-box or for the purpose of filing away, or so that they can be folded within the cover itself without detachment therefrom for the same purposes.
In the combination with the other features of the book we use a tall y-sheet adapted to be folded according to the size of the book, so that both sides of it may be used, and that it may be made long or short by increasing or diminishing the number of folds to accommodate various tickets, such as republican, democratic, greenback, temperance, and scattering votes.
In the accompanying drawings, Figure 1 shows our election-book open so as to exhibit the poll-book and book-leaf fastening Fig. 2 shows it open so as to exhibit the front or main part of the tally-sheet opened out and book-leaf fastening E. Fig. 3 shows it opened so as to exhibit the back part of the tallysheet where small tickets or scattering votes are usually entered and book-leaf fastening E. Fig. 4 shows the book opened so as to exhibit the certificate accompanying or belonging to the tally'shect, and which gives the releaf-fastenings E.
' Referring to the letters upon the drawings for a detailed description of our improvements, A indicates a cover only about half the length of the book, to which the leaves 0 of the book are detachably secured by means of a ribbon, D, or the like.
It will be observed that the leaves of the book are all secured together by ordinary fastenings, E, so that when the ribbon D is cut and the leaves detached in a body they will remain fastened together. v
Fig. 5 illustrates the leaves folded within the cover, so that the book is ready to be deposited in the ballot-box or filed away in that condition. Fig. 6 shows the leaves detached from the cover and folded in like manner.
Referring to the tally-sheet, it will be observed that it consists, as illustrated, of a single sheet properly ruled and with proper captions upon both sides, and secured in the book approximately in its middle and folded several times upon itself to form leaves suitable to the size of the book-cover.
In the drawings four folds are shown; but any desired number of similar folds may be employed by extending the sheet. This forms a very convenient tally-sheet by the use of a single piece of paper without the employment of different leaves composed of different pieces. This form of tally-sheet, composed of one piece of paper folded upon itself in the manner indicated, will serve very well, but it does not preclude the use of a separate sheet or sheets, or leaf or leaves, in connection with it when desired. Such aleaf is shown in Fig. 3, and more of them might be employed. These leaves are like ordinary book-leaves, except their peculiar ruling or printing, and we claim nothing new in them.
WVe employ a cover of the length of the sheets,if desired, and still get one advantage of our invention-to-wita the detachable leaves in a body adapted to fold in the middle for filing-but we would bewithout the advantage of being able to fold the leaves within the cover, so as to bring the dimensions of the entire book in that way within the holding capacity of a ballot-box or ordinary pigeon hole.
sheets of the size of the book, provided with numbered spaces for tallying, substantially as set forth.
In testimony whereof we have hereunto subscribed our names.
EDWIN L. BARRETT.- EDWARD L. BARRETT.
