Ordinarily such necks are large enough so that a man may go through to enter the tank. Accordit the space confined by the flange 18 is not substantially smaller than the small end of the neck, a man may pass through list as well when the collar and flange are in place.

separate tapered collar adapted to litin the inside of said neck and adjacent to the walls thereof, said collar having an integral inwardly projecting flange at its lower edge, and means for attaching said collar inside of said neck to make a watei.'tight joint between said collar and said neck, said plug for said tank adapted to lit in said neck above said flange and provided. with a rabbet to accommodate said collar.
