To all whom it may concern Be it known that'I, EDWARD, VQBumrs, a citizen of the United States, and .a resident of the'city of Chicago, in the county of Cook andState of Illinois, have invented certain new and useful Improvements in Ring-Book Mechanism; and I do hereby declare that the following is a full, clear, and exact description of the same, reference being had to the accompanying drawings,
and to the numerals of reference marked thereon, which form a part of this specification.
. This invention relates to an improved form of ring book mechanism adapted for use in loose leaf books and the like, em-
bracing a plurality of sets of interlocking ring sections, each set independently operable by means of suitable finger pieces or are secured upon releasably connected toggle bars mounted. on 'a resilient base plate with small leaf springs inserted between the edges of the base plate and said toggle bars, and with a slotted cover plate fitted over said acting tohold finger actuating levers in position whereby said toggle bars'may be actuated to open the rings.
It is furthermore an object of this invention to'construct a ring book wherein toggle levers are'resiliently mounted between a base and cover plate which are resiliently engaged together and with ring sections mounted on said toggle bars, so that-'when said toggle barsare sprung upwardly from the base plate by suitable actuating levers forthe purpose, said ring sections open to permit the insertion or removal of pages.
\ It is finally an object of this invention to construct a device consisting of few parts easily and cheaply manufactured, and so constructed, and arranged that the, assembly thereof is a simple operation.

Two sets of ring carrying toggle bars each e tendin half-the length of the base plate, ar d mount ed there1n,the-edges of the toggle bars or plates fitting into the" flangedmargins of said base plate, and bearing against the leaf springs therein. Each of the respective togglebars are provided with oflset tongues 7, .WhlCh form a hinged connection th-erebe tweenand yet donot positively connect the sametogether. For the purpose of springing said toggle plates upwardly to open the rings a finger piece or rocking lever 9, is provided having tongues 10, extending laterally from each side thereof to lie in slots cut in the flanged portions '4, and also bearing against the ends of the plates 6, of the resilient base plate, permitting said levers, one being provided at each end of the device, to rock about the tongues as a pivot point. -However, in

It is apparent that wide variations may be adapted to resiliently fit over and around the flanges of said base plate to conceal the operating mechanisms and retain the actuating means in position.

In 'a'device of the class described a resilient base plate, toggle plates hingedly connested and mounted therein, means for springing said toggle'plates upwardly comprising a finger. .piece having integral tonguesengaged in the slotted portion of said base plate, said finger piece constructed to rest on the bottom of said base plate when springing the toggle plates upwardly to relieve the pivot tongues of stress, and a cover plateengaging over the base plate concealing the toggle plates therein and holding said actuating finger pieces engaged in position in the base plate.

In a device of the class described a base plate, toggle plates mounted, therein, actuating means for swinging said toggle plates upwardly pivoted at the margins of'said base plate and detachable therefrom, and a cover plate resiliently engaged over the upper portion of the base plate and inclosing said toggle plates therewithin.

In a ring book mechanism a resillent base plate, resilient means in the margins thereof, toggle plates releasably. connectedwith said bas'eplate bearing against, said means, sectional rings secured on said toggle plates, and actuating means pivoted at the margins and also bearing upon the inner surface of said base' plate adapted to simultaneously swing said toggle plates and said rings upwardly and outwardly respectively.

In a device of the class described a base plate, a plurality of springs in each margin thereof, toggle plates mounted within said base plate and bearing at their edges upon said springs, actuating means for swinging said toggle plates upwardly pivoted in recessesin the margins of said base plate and detachable therefrom, and a resilient cover plate fitting over'said base plate and inclosing said toggle plates therewithin.

Ina device of the class described a resilient base plate, a plurality of sets of hingedly connected toggle plates releasably engaged between the margins thereof, sec tional rings secured on said toggle plates, and actuating means pivoted at the margins of said base plate and engaging beneath saidtoggle plates to spring the same upwardly to open the ring sections.

In a device of the class described a base plate, a plurality of sets of toggle plates connected thereto, rings secured on said toggle plates, pivoted actuating means for independently operating each set of said toggle plates, and a cover secured over said base plate to inclose the toggle plates therewithin;

In a device of the class described'the combination with a resilient base member, of a plurality of spring means in each margin thereof, a plurality of pairs of rocking mechanisms engaged between the margins of said base member, a plurality of sectional rings mounted'on said rocking mechanisms, a plurality, of pivoted actuating means for opening said rings byactuating said mechanisms, and a resilient cover for incloslng plate, and said cover plate, and pivotal actuating means for said toggle plates, comprising pivoted tongues, and rocker members adapted to continuously rest on said base,

13. Ina device of the class described a base plate, a plurality of sets of toggle plates connected thereto, rings secured on said toggle plates, and pivoted actuating means for independently operating each of said sets of, toggle plates.
