An exhaust processing device using a rotary regenerative heat exchanger, which comprises a de-nitro device for removing nitro compounds, an air-preheater for heat recovery, a low temperature dust collector for collecting dirt, a desulfurization device for desulfurization, and a rotary regenerative heat exchanger for re-heating; which is characterized in that: a fan is installed in the flowpath between the desulfurization device and the rotary regenerative heat exchanger; an air sweeping pipe is installed between the duct on the clean air exit side of the rotary regenerative heat exchanger and the air sweeping opening; an air driving fan is installed in the air sweeping pipe and a by-pass pipe is installed between the discharge side of the air driving fan and the flowpath between the fan and the desulfurization device.
