TARIFNAME OPERATÖR DOLASIM HIZMETINE ILISKIN KALITE ÖLÇÜMÜ YAPI LMASI NI SAGLAYAN BIR SISTEM Teknik Alan Bu bulus, yurtdisinda roaming (dolasim) yapan mobil abonelerin basarili/basarisiz arama ve veri kullanim bilgilerine iliskin gerçek zamanli ve abone bazli ölçümler yaparak hizmet kalitesine iliskin çiktilar alinmasini saglayan bir Sistem ile ilgilidir. Önceki Teknik Günümüzde mobil aboneler yurtdisinda hizmet aldiklari esnada kimi zaman servis kesintisiI basarisiz arama, basarisiz mobil veri kullanimi gibi durumlarla karsilasmaktadir. Mobil abonelerin karsilastiklari bu olumsuz durumlarin ölçülmesi mobil sebeke sirketlerinin önlem alabilmeleri ve servislerini gelistirmeleri için önem arz etmektedir. Mevcut teknikte bulunan çalismalar göz Önünde bulunduruldugunda yurtdisinda dolasim yapan mobil sebeke abonelerinin deneyimledigi kesintilerin, basarisiz çagrilarin, basarisiz mobil veri kullaniminin anlik olarak ölçülüp abone bazli performans belirleyicilerin tespit edilmesini saglayan bir sisteme ihtiyaç duyuldugu anlasilmaktadir. Teknigin bilinen durumunda yer alan EP1565028 sayili Avrupa patent dokümaninda, dolasimda bulunan mobil cihazlarin yönetilmesi ile ilgili bir sistemden bahsedilmektedir. Söz konusu sistemdeki yönetim aparati, dolasim aktivitesi datalarini toplayan bir uygulama, dolasimda bulunan her bir cihazin çagri kayitlarinin toplandigi bir veritabani uygulamasi, bir çikis unitesi gibi pek çok birim içermektedir. Bulusun tercih edilen uygulamasinda, dolasimda yer alan tüm cihazlarin takibi/yönetimi anlik olarak yapilmaktadir. Mobil cihaz dolasim yapilan aga baglanma girisiminde bulundugu zaman, mobil cihazi VLR (Visited Location Register - Ziyaret Edilen Konum Kaydi) birimine kaydetmektedir. Ilgili mobil cihazin dolasim yapmasi için yetkilendirilmesi için HLR (Home Location Register - EV Konum Kaydi) birimine bir sorgu göndermektedir. Ayrica bu islem, mobil cihazin faturalandirilmasi islemi için de gereklidir. Dolasim agi yerel aga baglanmaktadir. Bu baglanti SS7 sinyallesme sistemi ile olmaktadir. Bu sinyallesme tercih edilen uygulamada bir ag izleyicisi (probe) ile takip edilmektedir. Ayrica bu ag izleyicisi, mobil cihazin dolasim sirasinda nasil kullanildiginin tespit edilmesi için veritabani ve ilgili data toplama uygulamasi ile beraber çalismaktadir. Bulusta bahsedilen çikis birimi ile dolasim yapan kullanicilara yazili mesajlar gönderilmektedir. Bulusun Kisa Açiklamasi Bu bulusun amaci, yurtdisinda dolasim yapan mobil sebeke abonelerinin basarili ve basarisiz servis kullanimlarinin anlik olarak ölçülmesini ve abone bazli servis kalitesi hesaplamasi yapilmasini saglayan bir sistem gerçeklestirmektir. Considering the studies in the current technique, it is understood that there is a need for a system that allows instantaneous measurement of outages, unsuccessful calls, unsuccessful mobile data usage experienced by mobile network subscribers roaming abroad and determination of subscriber-based performance determinants. In the European patent document numbered EP1565028, which is in the state of the art, a system for managing mobile devices in circulation is mentioned. The management apparatus in the system in question includes many units such as an application that collects roaming activity data, a database application where call records of each device in circulation are collected, and an output unit. In the preferred embodiment of the invention, tracking/management of all devices in circulation is done instantly. When the mobile device attempts to connect to the roaming network, it registers the mobile device to the VLR (Visited Location Register). It sends a query to the HLR (Home Location Register) unit to authorize the relevant mobile device to roam. This process is also required for billing the mobile device. The roaming network connects to the local network. This connection is made with the SS7 signaling system. This signaling is monitored with a network monitor (probe) in the preferred application. Additionally, this network monitor works with the database and related data collection application to detect how the mobile device is used while roaming. Written messages are sent to users roaming with the output unit mentioned in the invention.
