Abstract

Provided is a corrosion-resistant steel material for a deck plate and a bottom plate of a crude oil tanker which can be used for either the deck plate or the bottom plate and has excellent general corrosion resistance as well as local corrosion resistance. The steel material has a predetermined component composition, the amount of solute Cu in the surface layer of the steel material is 0.40 mass pcnt or less, and the relationship in expression (1) is satisfied. (1): [Percentage of solute Cu]/[percentage of Cu] = 0.35
