CONSTITUTION:The molten steel having composition of <=0.20wt.% C, 0.30-1.00wt.% Mn, <=0.040wt.% P, <=0.035wt.% S, <=0.050wt.% Al, 10-600ppm O and 5-50 deg.C overheating degree is poured into the mold 4. At the position below the lower end of the mold in the cast slab developing solidified shell 2 in a part of molten steel, addition of S and Mn is executed by iron coated S, sulfide, Mn, Mn-alloy packing wire 1 having 0.5-20mm thickness. The wire 1 is inserted into the molten steel from upper end of the mold 4 and gradually melted and perfectly melted below the lower end of the mold 4 and the sulfur free cutting steel having the core 3 of 0.040-0.400wt.% S and 0.30-2.00wt.% Mn can be obtd.
