PURPOSE:To smoothly feed a tape prevented from being adhesively attached by providing a rotation transmitting mechanism which generates a rotary speed faster in an exfoliating roller than the rotary speed of a tape feed roller. CONSTITUTION:Following a filling tape T fed to the bottom by rotating a drive roller 14, a tape feed roller 6 rotates synchronizing with a feed speed of the tape T, and rotation of the roller 6 is transmitted to an exfoliating roller 9 by an endless belt 11. Here because the tape feed roller 6 forms its rotary shaft 7 in a diameter larger than a rotary shaft 10 of the exfoliating roller 9, it rotates in a speed higher than that of the tape feed roller 6. Consequently, the filling tape T, which is pressed by the drive roller 14 tending to adhere to the tape feed roller 6, is intensively pulled to the bottom by the exfoliating roller 9, being inhibited from adhering.
