The phase of voltage at both ends of said protector breaker 6 is detected by a network relay 8, and the protector breaker 6 is closed automatically when said voltage is more than a prescribed value. A high-speed voltage relay 9 is connected with the secondary side of said difference voltage detecting instrument transformer 4, and a breaker 10 for connecting said bus is tripped by the voltage relay 9 when a prescribed voltage or more is generated.
