PURPOSE:To keep the thickness of a fusion welding layer in constant correctly, by a method wherein a gap between a base material and a base table, an electrical discharging power and the torque of a motor rotating the base material are controlled by NC (numerical control) or a torque control device, such as a powder clutch or the like, is utilized through the numerical control while a heat dissipating device is provided in the title device. CONSTITUTION:When a tool to be welded by fusion or a base material 1 is rotated (including vibration) to bring it in contact with a processed body or a base table 18 upon micro fusion welding, and the base material 1 is moved while projecting electromagnetic wave such as electrical discharge, laser, plasma or the like, a gap between the base material 1 and the base table 18, an electrical discharge power (including the electromagnetic wave), the torque of a torque motor 8 or a powder clutch 3 is controlled independently or in combination so that the rotating torque of the base material 1 becomes constant. Further, when the base material 1, to be welded to the processed body or the base table 18, such as a part of a machine or the like, is welded with high energy density through electrical discharging, laser projection, plasma projection or the like while bringing the base material 1 into contact with the base table 18, heat is dissipated by a heat dissipating material 29 in order to prevent an edge part, such as a projected part especially, from overheating.
