And, at this time, in order to prevent the metal plate 6 from being grounded, a screw 8, which locks this device A to the cylinder head 4 together with the intake manifold 1, is covered with a rubber tube 7. And, utilizing the static electricity generated out of the metal plate 6 due to high voltage in time of spark generation, suction air is made so as to be ionized.
