CONSTITUTION:When the amount of inflow drain to a high-pressure feed water heater 4 varies, the amount of inflow drain and the amount of outflow drain are unbalanced and have deviations. On the basis of the drain deviation value, the corrected value of the opening degree of a water level control valve 11 is calculated in advance and on the basis of this calcultion result, the degree of opening of the water level control valve 11 is controlled in advance. Consequently, water level variations with the amount of inflow drain are controlled in advance. Further, the deviation of an actual water level by a water level detector 94 from a set water level is integrated proportionally to determine the degree of the opening of the water level control valve 11, and feedback control over the water level control valve 11 is exercised to eliminate the water level deviation.
