PURPOSE:To make temporary stop of the operation of a cooling fan unnecessary to extend the life of the cooling fan and economize energy, by using movable blades for the cooling fan of a cooling tower and by controlling the airflow rate by changing the blade angle to make the temperature of the fluid at the outlet of the cooling tower constant. CONSTITUTION:A movable blade fan 5 is fitted to an upper hot-water tank 2 of a cooling tower 5, and hot water 10 led to the upper hot-water tank 2 has the temperature lowered and becomes cold water 11 by rotating the movable blade fan 6 while hot water is stored in a lower hot-water tank 4 through packings 3. The temperature of the fluid at the outlet of the cooling tower 5 is detected by a detector 8 and is compared with the set value of the temperature of the fluid at the outlet of the cooling tower 5; and if the detected temperature is higher, the quantity of air passing the cooling tower 5 is increased by changing the angle of movable blades of the movable blade fan 6 to lower the temperarure of the fluid at the outlet of the cooling tower 5.
