PURPOSE:To enable to treat an iron alloy without using an activator and eliminate incovenience such as solidification of a treating agent powder, burining thereof to a material to be treated or the like, in a surface treatment of the iron alloy with a powder, by forming a using treating agent from a mixture of a specific metal and a metal oxide. CONSTITUTION:A treating agaent is constituted from a mixed powder comprising at least one or more of a metal such as Cr, V, Nb, Ta, Ti or a prwder of an alloy containing said metal and at least one or more of an oxide powder of the aforementioned elements. In said treating agent, an iron alloy material containing 0.2% or more C is coexisted as a material to be treated and heated to 700-1,200 deg.C. Thereby, a carbide layer comprising one or more of a carbide of Cr, V, Bb, Ta, Ti can be formed on a surface of the iron alloy material.
