CONSTITUTION:The motor 1 is slowed down in the vicinity of zero point by a motor driving circuit 21 when converted to a regular position stopping mode from a normal operating mode. At this time, the determination circuit 12 of a control circuit 9 detects that the output of a speed detecting device 11 has reached the value near zero and a timer 13 works when the output becomes ''1''. When the output of the determination circuit 12 continues to maintain the signal ''1'', the signal ''1'' is outputted from the timer 13, FF14 is set and a slow-down command is outputted from an AND gate 15.
