CONSTITUTION: A 2-hydroxyqunoxaline-4-oxide derivative shown by the formula I (X is halogen, or trifluoromethyl) is reduced with zinc, iron, or tin (preferably iron) in the absence of an organic solvent in the presence of an alkali aqueous solution (preferably aqueous solution of sodium hydroxide or aqueous solution of potassium hydroxide) to give a 2-hydroxyquinoxaline shown by the formula II.
EFFECT: By-products are slightly prepared, metallic powder is economically used as a reducing agent, and water is advantageously used as a solvent. The reaction is carried out at relatively low temperature.
