PURPOSE:To contrive to enhance the efficiency of decarburization particularly in the final period of blow refining by increasing the flow rate of a hydrocarbon gas blown- in in the final period of blow refining in which the C content of the molten steel is decreases to 0.1% or below, when refining a steel by blowing-in O2 and the hydrocarbon gas through a double-walled cylindrical tuyere provided at the bottom of a converter. CONSTITUTION:The steel is refined by simultaneously blowing-in a refining O2 gas through an inner pipe of the double-walled cylindrical tuyere provided at the bottom of the converter and blowing-in a tuyere-cooling gas based on a hydrocarbon such as propane through an outer pipe of the tuyere. In the final period of the blow refining in which the C content of the molten steel is reduced to 0.1% or below, the steel in the low carbon region is refined by increasing the flow rate of the blown-in hydrocarbon gas relative to the flow rate of O2 within the range of not more than 10%. As a result, the efficiency of decarburization in the final period of blow refining is enhanced and the iron content of the slag is lowered.
