PURPOSE:To raise thermal efficiency and to enable increase of compounding ratio of coolant in making slagless decarburization and refining of preliminarily refined molten pig iron by an oxygen converter, by making the height of lance to a specified height and thereby utilizing combustible waste gas effectively. CONSTITUTION:In decarbulizing and refining molten pig iron Si, P, S content of which is reduced in preliminary refining by an oxygen converter, slagless refining is performed by slag of 10kg per 1 ton of molten metal. At this time, the position of the tip of lance is made to a height greater than a half the distance between the surface of molten metal when blowing is not made and the throat of the converter. Gaseous CO generated by decarbulizing reaction is secondarily burnt by oxygen from the lance and the heat is transmitted directly to the surface of steel bath having little slag to raise temperature of the steel bath effectively. Consequently, the quantity of coolant such as steel scrap, iron ore etc. can be increased and steel making cost is reduced.
