CONSTITUTION: In an embodiment for a medium-pressure-turbine-previous-starting-type thermal power plant comprising a high pressure turbine 6, a low pressure turbine 7 and an electricity generator 8 on a first shaft and a medium pressure turbine 13, a low pressure turbine 14 and an electricity generator 15 on a second shaft, the outputs of detectors 20, 21, 22 for the temperature, flow rate and pressure of the exhaust of the high pressure turbine 6 are applied to a calculator 23 which determines the heat transfer coefficient H of the surface of a rotor from the outputs.
