CONSTITUTION: High value selector means 13 is arranged between a vapour pressure adjustor means 3 and an air excessive rate setting means 7, and an output signal F from the adder means 12 in which the output signal G from the upper flow rate sensor 11 is biase added is fed to the selector means 13. As a load in the combustion device is increased, both an output signal A from the adjustor means 3 and an output signal G from the sensor unit 11 in which a biasing signal from the adder 12 is added are compared by a selector unit 13, a higher signal is selected and a target value of the adjustor means 3 is set.
