CONSTITUTION:The flow rate of water in the pipe 1 is detected by a flow rate detector 2, the output of the detector 2 is inputted to a sampling device 4 through a flow rate converter 3 and the output of the sampling device 4 is inputted to a comparison and discrimination device 6 as an output Q2.
