Abstract
PURPOSE:To enable to perform an easy operation and maintenance of a device, by a method wherein, in a titled device for use with seawater dam at estuary, a water storage part is formed at an intake and exhaust system to and from a film dam, and a water storage part is placed underwater at the upstream side of the film dam. CONSTITUTION:If air is fed through an intake and exhaust pipe 7, a rubber dam 1 starts to rise up. If a water level of dammed water 11 is positioned higher than a forward end opening 10b of a pipe 10, a seal pressure in the intake and exhaust pipe 7 is brought to H for a head conversion. When the air pressure in the rubber dam 1 attains about a maximum allowable pressure, air is diffused into the air through the water 11 from the pipe 10. If rising of the rubber dam 1 is approximately complete, the intake and sicharge pipe 7 is reduced in an air amount flowing therein, and the pressure in the rubber dam 1 approximates to the pressure in the pipe 10. As a result, when an intake valve is closed, a blower 5, simultaneously, suspends operating, and this completes the rising of the rubber dam 1.
