CONSTITUTION:When the increase of the operating number of water pumps 1 is necessary by the increase of the target flow from a target flow setting unit 7, an arithmetic unit 8 receives the signal of the increase of the water pump operating number from a flow control unit 6. Then, a necessary operating number and a necessary operating speed are calculated on the basis of actual heads and flow-speed characteristics of water pumps at that time, and the result of the calculation is outputted to the flow control unit 6. Thereby, the flow control unit 6 outputs a command of water pump speed to a speed control unit 4, and operating and intermitting commands of water pumps 1 and discharge valves 2 to a start-control unit 5.
