PURPOSE:To apply the same level of balance and bending force to both upper and lower working rolls, by supplying the hydraulic pressure to the hydraulic cylinder through a hydraulic pressure paths provided to a piston rod and its guide block to expand the piston rod. CONSTITUTION:The hydraulic pressure supplied through a hydraulic piping 13 reaches a hydraulic sink 13'' through a hydraulic pressure hole 13' and flows into a hydraulic pressure room (a) through a hydraulic pressure hole 13'' of a piston rod d1 and also into a hydraulic pressure room (a') through a communicating hole 18. Thus the hydraulic pressure functions between a cylinder block 4 and a piston 6, and the block 4 and either one or both of piston rods d1 and d2 move up and down. As a result, the block 4 is pressed to the projected part of the upper working roll chock, and at the same time a lifting block 5 is pressed to the projected part of the lower working roll chock respectively.
