This character pattern string is cut by 1 character unit in a detect-cutting part 3, position information is derived, and a recognizing part 4 outputs a result of recognition as a character code. Subsequently, the correcting value (h) is read out from the character code information, and a position of a horizontal base line 1 is derived by a horizontal base line calculating part 5. A line horizontal base line calculating part 7 derives a mean horizontal base line position of a line and inclination of the line.
