PURPOSE:To read characters on a form accurately even if the form slants, by detecting a skew state and masking characters on a basis of this information to obtain a vertical projection and cutting out characters. CONSTITUTION:A photoelectric converting part 11 is connected to a bus BS and scans optically a carried form and converts the image on the form to a photoelectric conversion signal and performs the quantization preprocessing (noise elimination or the like). A skew detecting part 12 detects the direction and the degree of the inclination (skew) of the tip of the carried form on a basis of the photoelectric conversion signal outputted from the photoelectric converting part 11. Projection memories 16 and 17 store projections in the direction of the axis x respectively. A recognizing part 18 cuts out character patterns in a picture memory 13 on a basis of stored contents of the projection memory 16 or 17 and recognizes cut-out character patterns.
