The processing part 26 generates a density histogram in accordance with the read-out aerial photography data, executes to split an area by a density level of a picture element, and its result is stored in a buffer memory 27. With regard to each area as a result of the area split processing stored in this memory 27, a symbol recognizing part 30 reads out a corresponding area on the map, and recognizes a symbol on the map, which is contained in its area.
