The detector 3 discriminates and extracts the information of the segments constituting the drawing information from the continuity etc. of the image signals (picture element signals) forming the above-mentioned drawing and detects the inclinations of said segments from the picture element arrangement directions thereof. A read control circuit 4 which is inputted with the inclination information of the segments detected with said detector 3 reads out the informaton of the character symbols, once character by one character, out of the information of the drawing stored in the device 2. A recognizing device 5 extracts the features of the pattern images of the characters and symbols read out one by one and recognizes the above-mentioned characters and symbols based on the results of its extraction.
