PURPOSE:To enable to discriminate both odd and even number of fields stably with good accuracy, by starting the count from the specified time point of a vertical synchronizing signal, resetting it with a relating horizontal synchronizing signal and transmitting the level from high to low level after it reaches a specified amount.
