CONSTITUTION:A head lamp HL of a car, a subject of measurement, is turned on so that the lamp axis LL passes the center L0 of a condenser lens L. Then a start switch SSW is pushed, and thus a photodetector element train LSA starts to move to the right by a pitch. At this moment, a scan switch SCN is scanned. The data of photodetectors LS1-LSm arranged up and down are stored in a storage circuit MEM. Amont these data, point M of the highest luminous intensity is decided. Then the luminous intensity is obtained by multiplying the highest luminous intensity by the prescribed value, and a point of luminous intensity higher than a prescribed level to decide a region AR. Furthermore a region having 4-8 deg. spread in the right and left of the region AR is found. Then the centroid point of set is decided within the region AR for each quality point, and the axis passing this centroid point is set as the irradiation reference axis BL for the head light HL.
