It is cooled by boiling a refrigerant water which has performed a work in a turbine ''a'' and by performing a work in an expansion turbine B to become low temperature air. Said air is used to cool and liquefy CF3Cl which has lost its heat by performing a work in a turbine ''x'' and then used to cool and liquefy NH3 which has lost its heat by performing a work in a turbine ''y'' after being boiled by normal temperature thermal energy thus enabling conversion of normal temperature thermal energy to other energy.
