PURPOSE:To control steam pressure to a small change when a steam turbine is unloaded and continue its safety operation, by starting control from the opening of a bypass valve, corresponding to a flow amount of steam before unloading the turbine, after fully opening the turbine bypass valve. CONSTITUTION:A controller 30 for a turbine bypass valve 19 adjusts a flow amount of main steam, bypassed with a steam turbine and fed to a condenser 11, to control main steam pressure at constant. A function generator 42 outputs an opening of the bypass valve 19 corresponding to a flow amount of steam before disconnection of a load. If a load disconnection relay 37 operates, an emergency valve opening solenoid 40 is excited to open an emergency opening valve 39 and repidly open the turbine bypass valve. Then the turbine bypass valve 19 is started its control from the valve opening corresponding to the flow amount of steam before disconnection of the load by a delay signal generator 41 and the function generator 42. In this way, even for a small load when disconnected, fluctuation of a flow amount and pressure of steam can be controlled to a small level.
