CONSTITUTION:The deviation between the target throttle opening degree signal of the target throttle opening degree setting means 6 and the actually measured throttle opening degree signal of the potentiometer 5 of the throttle valve 2 is detected to supply the detected value to idling detecting means 8. When this deviation is less than the set value, the means discriminates that the engine is in an idling state. By this procedure, the idling state of the engine can be detected without using the mechanical type detection switch.
