CONSTITUTION:A center wire 15 supplied from a center wire supply reel 16 is stretched between the supply side and a capstan 6 of the take-up side by a constant tension, and fibers supplied from a fiber supply reel 14 are aggregated around the center wire 15 by a collecting machine 17. After fixed parts 19 are formed at constant intervals by a fixed part forming device 18, a tube-shaped tape 20 is used to form a protection pipe 23 by a forming device 21. Next, streching of the center wire 15 is released through the capstan 6, and the center line 15 is taken up by a take-up reel 22. An excess length of fibers is left between fixed parts. Thus, a fiber aggregation having a high reliability is obtained.
