Then, a belt 27 is engaged on the pulley 20 to obtain the takeup torque of the takeup reel base. In this manner, the vibration of the shaft 1 can be reduced without increasing the number of parts. In this case, when a rotary permanent magnet 9 is disposed at the yoke 11 side, the vibration can be further reduced. A brake unit 21 is mouted at the position of the idler which becomes unnecessary, thereby associating the brake unit without increasing the size.
