The binary electric signal is divided on a basis of discriminated run length information, and a code of length 0 is inserted. A run length code is generated on a basis of divided signals and is transmitted to the output side. Consequently, the current encoding table is used to divide a run length, which exceeds a range of the encoding table, into plural parts and encode it.
