Abstract

PURPOSE: To enhance phosphate treating property, corrosion resistance, weldability or the like after painting by subjecting a steel material on which a Mn plating layer is formed and a Mn compound thin film containing oxygen is formed on a surface thereof to heat treatment under a reductive annealing atmosphere with a specific temp. range.
CONSTITUTION: A Mn plating layer is formed on a steel plate and, further, a thin film of a compound containing oxygen of Mn with a thickness of 50W 1,000Å is formed thereon by air oxidation or treatment due to an aqueous solution of Cr6+. The resulting steel plate is annealed in a temp. range of 350W 1,000°C under a reductive annealing atmosphere such as H2, N2 or the like in a tight batch annealing apparatus or the like. By this heat treatment, an Mn oxide layer based on Mn3O4 is formed on an uppermost layer and a Mn layer with various thickness is formed thereunder.
