Magnetic bubble memory 17 stores random number strings in every address and when the contents of counter 11 do not show zero, the contents of the counter are used as an address to read memory contents, which are set in random-number-string generator 14a. Similarly, as setting start codes are inputted, the contents of memory 17 are set in 14b-14n successively. By set random number strings, code conversion part 16 encodes input signals.
