CONSTITUTION:When an engine starts with an ignition key turned on at a cooling time of the engine, an use environment sensor 7 actuates due to a low cooling water temperature, and a variable resistance control circuit 6 is connected in series to a resistor 3 with relays 4 and 5 energized. When, in the case of heating, a blower switch 2 is turned on and set to, for example, a position Lo, a heater blower motor 1 starts to run for starting to blow. A control circuit 6 receives an output signal from a temperature sensor 8 and is automatically set to a resistance value which allows to provide with an airflow most suitable for a cooling water temperature remaining at that time, whereby the motor 1 runs at a given low airflow.
