In accordance with the results of the calculation and with the outputs of the motor-driven pumps 5 detected by a detecting end 12, a controlling section 14 controls a number-changing section 3 for the pumps 5 and a connection-changing section 6. Accordingly, even when the input level of natural energy varies, the operation of the pumps can be constantly controlled in accordance with the input level and the efficiency of utilizing natural energy can be enhanced.
