The liquid is circulated in anode room 1 by pump PA, and catalyst room 8 is provided near the exit of the electrolytic bath of the circulation system, and the catalyst including a transition element or its compound is stored in this room 8. Therefore, the electrolytic solution has halogen oxyacid or its salt decomposed in catalyst room 8 before entering into cathode room 2. In case that the electrolytic bath has an intermediate room, the electrolytic solution in the intermediate room is circulated similarly and is caused to pass through the catalyst room 8.
