CONSTITUTION: The white level follower circuit is provided with the read only memory 3, initial value set control circuit 6, and gate circuit 7. The setting of reference level is made by controlling the gate circuit 7 with the signal from the initial value set control circuit 6, and the output of the D/A converter 5 is set to the maximum value of the reference level and input to the A/D converter 1. The input video signal is input to the converter 1. The input video signal is compared with the reference level at the converter 1, and as the result at the converter 1, the multiple level signal in digital is output on the one hand and compared difference signal is output on the other hand.
