CONSTITUTION:A reversible counter 9 is so controlled by a signal 14 that when an input pulse 15 is ''1'', it makes up counting and when an input pulse 4 is ''0'', it makes down counting. The frequencies f1, f2 of clock pulses 12, 13 are sufficiently higher than the frequency of the pulse 4, and are f1>f2. These are applied to the counter 9 after they receive prescribed controlling in a logical circuit 8. When a decided output 6 is ''1'', the rise of the counter 9 lowers rapidly and makes slow counting operation. When the output is ''0'', it makes the reverse operation, thereby providing stable operation. It is possible to provide hysteresis characteristics to the level decision by suitably selecting f1, f2.
