A high-speed tape traveling means 42 consists of a switch circuit 33, a flip-flop 35, a high-speed feeding plunger 30 and others. A detecting means 43 consists of light emitting elements 11a and 11b disposed opposite to each other via a tape 2, photodetectors 12a and 12b, a tape termination detecting circuit 13 and others.
