To increase comparison frequency, frequency dividing/multiplying circuit A performs 8/63 processing, and circuit B 1/22 processing in the case of the NTSC system. Both the output signals are supplied to phase detector P.DET2 for phase detection, and an error signal passes through control circuit CONT to control reference signal generator MASTEROSC.
