PURPOSE:To obtain a label detection signal stable in level even if optical conditions change, by controlling the quantity of light emission of a light emitting element with delay according to fluctuations of the output of a photodetector. CONSTITUTION:When the part of only base paper 8 reaches the optical axis position of LED1 and phototransistor TR5, the current of TR5 increases. Therefore, the output signal of detecting circuit 11 decreases and the current of current limiting circuit 4 also decreases to reduce the quantity of the light emission of LED1. On the other hand, when label 7 reaches the optical axis position, the output of TR5 decreases and the quantity of the light emission of LED1 increases. Thus, the output of impedance converting circuit 9 is compensated to a constant value invariably, but the transfer of the compensation is delayed by delay circuit 18. The output voltage of circuit 9 has only impedance decreased by impedance converting circuit 19 and is inputted to input terminals (+) and (-) of voltage comparing circuit 23 via level adjusting circuit 22 and smoothing circuit 26. Therefore, the large variation part of the input to terminal (+) is outputted as a label detection signal from circuit 23.
