PURPOSE:To improve magnetic characteristics by entering the pulsed laser light oscillated from a laser oscillator to the lens array arranged in the direction perpendicular to the rolling direction on the surface of the electrical sheet to be irradiated, condensing the same to the sheet steel surface and irradiating it at fixed intervals in the rolling direction. CONSTITUTION:A laser oscillator 1 oscillates pulse laser light 2 having irradiation energy, which is condensed to a slender beam by a condensing unit 5 consisting of a rotary mirror 3 and a condenser lens 4. This beam is condensed as it passes through a lens array 6, and the condensed light is irradiated in the form of a spot to a sheet steel surface 8. At this time, the lens array 6 is so arranged that the row of the arranged lenses arrays in the direction (direction C) perpendicular to the rolling direction, and that one side thereof opposes to the laser optical path emitted from the oscillator 1 and the other side assumes a predetermined height above the surface of the sheet steel 8.
