Said conditioner is ON-, OFF-regulated so that the compressor 2 keeps a water temperature of a water circuit 8 and the fan 12 maintains a room temperature in a room 10 at their respective specified temperatures. When the fan 12 is ON-, OFF-controlled to keep the room temperature, detected by the room thermostat 14, at the specified temperature, the fan 12 is enforcedly turned on so as to increase a burden when the compressor 2 is ON. In the meantime, when the compressor 2 is OFF and the fan 12 is ON, the fan 12 is enforcedly turned OFF so as to decrease the burden, and thereby an ON, OFF period of the compressor 2 is lengthened.
