PURPOSE:To enhance the oxidation resistance of the inside of a steel pipe by putting a working tool provided with hard rings into the pipe and by rotating the tool to hit the rings against the pipe inside by means of centrifugal force and to form a hammered layer. CONSTITUTION:Working tool 4 is connected to a shaft, put into a Cr-contg. steel pipe, and moved in the axial direction at an appropriate speed while being rotated at a high speed. When holder 41 rotates, since rings 43 are loosely fixed to pins 42, each ring 43 is moved in the outer circumferential direction by means of centrifugal force and takes a planetary motion. The outside of each ring 43 is uneven, so the protrusions hit against the inside of the steel pipe in succession with rotation and revolution of ring 43, forming a uniformly hammered inner layer. By this method the hammering depth is regulated arbitrarily, and a grain rcovering unit required for shot blasting is made unnecessary.
